AARO was established within the US Department of Defense to investigate unidentified anomalous phenomena (UAP) across air, sea, space and other domains while providing a central point for scientific and intelligence analysis. The report reached several headline conclusions:
- It found no verifiable evidence that any US government investigation had confirmed extraterrestrial technology.
- It found no empirical evidence supporting claims that the US government or defence contractors possessed or reverse-engineered alien spacecraft.
- It concluded that many recurring UFO narratives resulted from misunderstandings, classified military projects, rumour, or the gradual amplification of stories over decades.
- It stated that investigators found no indication that information about such programmes had been illegally or improperly withheld from Congress. The report also revisited several well-known claims associated with alleged crash-retrieval stories. Rather than confirming hidden programmes, AARO argued that many narratives reflected misidentified historical events, forged or unreliable documents, or second-hand accounts that became more elaborate over time. Why critics challenged the office’s position
The report’s publication did not produce consensus because its critics questioned the investigative structure as much as its conclusions.
The central criticism was institutional rather than evidential. Grusch and several members of Congress had framed the controversy as one of oversight: if highly compartmentalised programmes existed outside normal reporting channels, then a Department of Defense office might not have the authority, access or independence needed to uncover them. Rather than settling factual disputes about alleged recoveries such as Magenta, the report intensified disagreement over who should investigate extraordinary claims involving classified government activity.
