What Pinotti and Lissoni claimed
According to Pinotti’s account, the documents first arrived anonymously in 1996. He has said that copies were mailed simultaneously to himself, an Italian newspaper and an independent journalist by someone claiming to be the heir of a former participant in the alleged secret programme. Pinotti and Lissoni argued that the files contained several recurring elements:
