Rather than attempting to determine whether the alleged events of 1933 occurred, Carucci’s perspective addresses a narrower question: whether the surviving documents possess the characteristics that professional archivists normally require before treating them as reliable historical sources.

CISU published an English translation of Carucci’s professional opinion alongside Giuseppe Stilo’s wider examination of the Fascist UFO files. The organisation deliberately framed the discussion as an archival problem instead of a dispute between competing UFO researchers.

These criticisms do not, by themselves, prove fabrication. Instead, they identify why archivists would hesitate to assign evidential weight to the material.

Anonymous custody as an archival failure

The strongest element of Carucci’s critique concerns provenance and custody rather than handwriting, stamps or typography.

In archival practice, a document gains credibility when its history can be traced from the institution or individual that created it through successive stages of preservation. A further implication of the CISU critique is that historical evaluation requires more than access to reproductions or selected examples.

Professional historians and archivists ordinarily expect to examine:

  • the complete archival series rather than isolated pages;
  • accompanying registers, filing systems or inventories;
