In its Historical Record Report, the office stated that it found no empirical evidence that the US government or private industry had recovered extraterrestrial technology or operated reverse-engineering programmes involving such material. These positions cannot both describe the same evidential record. Either a concealed recovery programme exists despite AARO’s investigation, or AARO’s investigation correctly concluded that the allegations lack supporting evidence.
