Introduction

Cabinet RS/33 is the alleged secret Fascist-era study group said to have investigated the object at the centre of the Magenta UFO crash story. In the claim promoted by Italian UFO researcher Roberto Pinotti and Alfredo Lissoni, “RS” means “Special Researches” and “33” marks the year 1933; Mussolini supposedly authorised the unit, Guglielmo Marconi supposedly led it, and the group allegedly examined “unconventional flying vehicles” after a recovery near Magenta in Lombardy. The problem is that RS/33 is still not established as a verified historical office. Its public case rests mainly on late-surfacing documents sent anonymously in the 1990s, later interpretations, and disputed authenticity tests, rather than a clear archival file, named bureaucratic chain, or surviving official register. If the cabinet were confirmed independently, the story would become more than a loose crash legend; it would have an identifiable government mechanism. Without that confirmation, the cabinet remains a claim about a secret office built largely from contested papers.

What RS/33 Is Claimed to Mean

In the proponent version, Cabinet RS/33 was not simply a casual advisory group. It was a concealed scientific and intelligence body allegedly created after an unknown craft came down or landed near Magenta in 1933. Pinotti’s account says the group was authorised by Mussolini to study the “problem”, with the abbreviation standing for “Special Researches” and the number referring to 1933. The same account links the cabinet to later reports between 1933 and 1940, including alleged sightings over Mestre and Venice in 1936. [theblackvault.com]theblackvault.comTH E UFO FILES OF MUSSOLINI: Fascist UFO Files by Roberto PinottiTHE UFO FILES OF MUSSOLINI: Fascist UFO Files by Roberto Pinotti - The Black Vault Case Files…

The claimed structure gives the story a striking cast of real historical names. Pinotti says the cabinet was headed by Marconi, then president of the Royal Italian Academy, and included scientists, astronomers and aeronautical specialists. Italo Balbo and Galeazzo Ciano are also described as connected to the founding or oversight of the group. These are not obscure names: Marconi was Italy’s most famous radio pioneer, Balbo was a major Fascist aviation figure, and Ciano was Mussolini’s son-in-law and foreign minister. Their presence in the story gives RS/33 an aura of plausibility, but it also raises the evidential stakes: a group involving figures of that rank should, in principle, leave a heavier documentary trace than anonymous papers and later retellings. [theblackvault.com]theblackvault.comTH E UFO FILES OF MUSSOLINI: Fascist UFO Files by Roberto PinottiTHE UFO FILES OF MUSSOLINI: Fascist UFO Files by Roberto Pinotti - The Black Vault Case Files…

The cabinet’s alleged task was not framed in modern UFO language. The papers described by Pinotti use the idea of “unconventional flying vehicles”, which matters because the term “flying saucer” only entered popular usage after Kenneth Arnold’s 1947 sighting in the United States. A 1930s Italian government office would more likely have interpreted a strange craft as a secret aircraft, foreign weapon, atmospheric phenomenon or intelligence problem than as a post-war-style “UFO”. Pinotti’s own version reflects that tension: Mussolini is said to have suspected a French, British or German secret weapon, while Marconi is said to have leaned towards an extraterrestrial explanation. Why the Cabinet Matters to the Magenta Case

RS/33 matters because it is the bridge between a local crash story and a state-level recovery claim. A strange object allegedly coming down near Magenta would be one kind of case; a dictator creating a secret cabinet of scientists to study it would be another. The cabinet claim turns the Magenta narrative into an alleged early crash-retrieval and reverse-engineering programme, predating Roswell by fourteen years.

It also gives the story its internal mechanism of secrecy. Pinotti says the material included telegrams and a protocol intended for the prefect, secret services and newspapers, requiring silence about an alleged landing of an unknown aircraft on national soil. In that telling, Cabinet RS/33 controlled the flow of reports and helped suppress public discussion through the regime’s information system, including the Stefani news agency and secret-police links. [theblackvault.com]theblackvault.comTH E UFO FILES OF MUSSOLINI: Fascist UFO Files by Roberto PinottiTHE UFO FILES OF MUSSOLINI: Fascist UFO Files by Roberto Pinotti - The Black Vault Case Files…

For believers, that mechanism explains why no open public scandal followed the alleged 1933 event. Fascist Italy was a controlled media environment, and a dictatorship could plausibly bury sensitive aviation or defence information. For sceptics, the same mechanism creates an unfalsifiable shield: the absence of normal records is explained as secrecy, while the absence of surviving hard evidence is explained as wartime transfer, destruction or capture.

That is why RS/33 is more important than the shape of the alleged craft. A bell-shaped, disc-like or metallic object can be re-described across retellings, but an official office has to fit bureaucracy. It should have appointments, budgets, correspondence, filing habits, meeting records, institutional hosts, security classifications and traces in related agencies. The stronger the claim made for RS/33, the more documentary weight it must carry.

The Evidence Offered for RS/33

The public evidence for RS/33 begins with the material Pinotti and Lissoni say they received anonymously from 1996 onwards. According to Pinotti’s account, the first batch included handwritten notes on stationery bearing the seal of the Kingdom’s Senate, followed by further documents from an anonymous sender who claimed to be related to a cabinet member. The material allegedly referred to a “mysterious airship”, later sightings, and the cabinet’s role in investigating and concealing unconventional aircraft. [theblackvault.com]theblackvault.comTH E UFO FILES OF MUSSOLINI: Fascist UFO Files by Roberto PinottiTHE UFO FILES OF MUSSOLINI: Fascist UFO Files by Roberto Pinotti - The Black Vault Case Files…

The documents described in the proponent case include three or four telegrams about the recovery, a secrecy protocol, later papers naming alleged members, and material relating to sightings after 1933. Pinotti says one key 1936 drawing was examined by forensic consultant Antonio Garavaglia, who concluded that the paper and ink were consistent with Fascist-era originals. He also says historian Andrea Bedetti found the style, terminology and stationery consistent with the period, while acknowledging that this would not rule out a highly knowledgeable forger. [theblackvault.com]theblackvault.comTH E UFO FILES OF MUSSOLINI: Fascist UFO Files by Roberto PinottiTHE UFO FILES OF MUSSOLINI: Fascist UFO Files by Roberto Pinotti - The Black Vault Case Files…

That is the strongest pro-RS/33 argument: the papers are not presented merely as modern typed summaries, but as physical documents whose paper, ink and bureaucratic style were claimed to have been tested or reviewed. The argument is not that every detail has been independently proven, but that the documents are detailed enough, period-flavoured enough and connected to enough real figures to deserve serious archival scrutiny.

The weakness is just as clear. The chain of custody is poor. The supposed source was anonymous. Some material was photocopied. Pinotti’s account says a thirty-page dossier sent elsewhere was lost, and the search for direct witnesses was largely fruitless. A sceptical reader does not have to prove every page false to see the problem: documents that surface anonymously six decades later, after decades of UFO literature had already shaped expectations, need unusually strong independent corroboration. Why the Archival Status Remains Disputed

A confirmed Cabinet RS/33 would ideally be visible in ordinary historical cross-checks: government correspondence, ministerial records, academy papers, aviation files, police files, wartime transfers or post-war Allied intelligence holdings. Publicly, however, the case has not produced a widely accepted archival file establishing RS/33 as a real Fascist government office. The Italian Central State Archive exists as the major repository for central state records, including Mussolini-era material, but searches and public references do not currently show a straightforward institutional record for RS/33 comparable to a normal office or commission. [Archivio Centrale dello Stato]acs.cultura.gov.it23 Febbraio 2026. Nel corso della mattinata di lunedì 23 febbraio, presso l…Read more…

This absence does not absolutely disprove a secret body. Authoritarian systems can conceal sensitive work, and wartime archives can be damaged, dispersed or deliberately stripped. But absence becomes more significant when the alleged body is said to involve high-ranking ministers, Marconi, the Royal Italian Academy, secret police channels, the air force, a major aviation facility and continuing work over years. The more institutions a programme supposedly touched, the harder it is for every trace to remain dependent on late anonymous disclosure.

Sceptical analyses also point to contamination from later UFO mythology. Pepijn van Erp notes that some modern versions, especially those involving David Grusch’s discussion of a 1933 Italian recovery, include a bell-shaped craft and Vatican backchannel claims that do not align cleanly with the earlier Italian-source framing. Van Erp highlights an apparent tension: Pinotti’s summary of one protocol excluded other bodies, including the Pontifical University, from the flow of reports, whereas later versions elevate the Vatican into a route by which the United States learned of the object. [pepijnvanerp.nl]pepijnvanerp.nlMussolini’s UFO – Cabinet RS/33 – Pepijn van ErpMussolini’s UFO – Cabinet RS/33 – Pepijn van Erp

That contradiction matters because RS/33 is supposed to be the control centre of the story. If one version says the cabinet tightly controlled information and excluded religious or outside academic bodies, while another says Vatican channels were central to the later handover, readers have to ask whether the story is preserving a consistent historical memory or accreting motifs from different UFO traditions.

Marconi’s Role: Plausible Name, Unproven Appointment

Marconi is the most powerful name attached to RS/33. His involvement feels plausible at a surface level because he was a world-famous Italian scientist, had state prestige, and was associated with radio, long-distance signals and high technology. In Pinotti’s version, Marconi headed the cabinet as president of the Royal Italian Academy and was joined by other scientists and aeronautical experts. [theblackvault.com]theblackvault.comTH E UFO FILES OF MUSSOLINI: Fascist UFO Files by Roberto PinottiTHE UFO FILES OF MUSSOLINI: Fascist UFO Files by Roberto Pinotti - The Black Vault Case Files…

But plausibility is not proof. A real Marconi appointment to a secret study cabinet should be confirmable through at least one independent trail: Academy papers, private correspondence, government appointment records, diaries, memoirs, security files or later testimonies from people close to the institution. Publicly available evidence has not yet delivered that level of confirmation.

The Marconi link also carries a familiar pattern in extraordinary claims: a famous scientist becomes the legitimising figure. The same pattern appears in other speculative histories, where real scientists are attached to secret projects because their expertise makes the story feel technically credible. That does not mean the RS/33 claim is false by definition, but it means the evidential question must be precise: not “Would Marconi have been an interesting person to consult?” but “Is there independent evidence that Mussolini appointed him to this specific office for this specific purpose?”

What Would Confirm RS/33

The most useful way to assess Cabinet RS/33 is to separate three levels of claim.

First, there is the modest claim that Fascist Italy monitored unusual aerial reports. That would not be surprising. European states in the 1930s were alert to foreign aircraft, air defence, experimental weapons and propaganda risks. A regime might well suppress reports of an unknown aircraft without knowing what it was.

Second, there is the stronger claim that a formal or semi-formal secret scientific cabinet called RS/33 existed. That requires institutional evidence: a filing reference, appointment record, budget line, meeting minute, internal memo, police communication, academy record or verifiable archive entry naming the body.

Third, there is the extraordinary claim that the cabinet studied recovered non-human technology from Magenta. That would require much more: physical material with a documented chain of custody, technical reports, recoverable storage records, named witnesses with first-hand knowledge, or cross-confirming Allied or Vatican records.

The current public case is strongest at the level of narrative detail and weakest at the level of independent confirmation. It offers alleged documents, named historical figures and a coherent secrecy structure, but it has not produced the kind of externally anchored archival record that would move RS/33 from “claimed office” to established institution.

How Later UAP Claims Changed the RS/33 Debate

RS/33 moved from Italian UFO lore into wider English-language discussion after David Grusch’s 2023 UAP claims brought renewed attention to an alleged 1933 Italian recovery. The U.S. House Oversight Committee’s July 2023 hearing listed Grusch as a witness and former National Reconnaissance Officer Representative to the UAP Task Force, while news coverage reported his claim that Mussolini’s government recovered a craft in northern Italy in 1933 and that the United States later obtained it. [House Oversight Committee]oversight.house.govOpen source on house.gov.

That renewed attention did not independently authenticate RS/33. It amplified the case. Grusch’s claims made the Magenta story harder to dismiss as a purely local UFO legend, but they also introduced a second-hand problem: public reporting did not provide the underlying records by which readers could verify whether his information came from classified files, earlier UFO literature, briefings based on the Pinotti material, or some mixture of sources.

The Vatican element shows the same difficulty. Catholic News Service reported in 2024 that Marco Grilli, secretary to the prefect of the Vatican Apostolic Archives, rejected the idea that Grusch’s claim had an archival basis, saying he did not know where the information came from. That does not prove no Vatican-related document exists anywhere, but it undercuts the public claim that Vatican archive knowledge presently corroborates the Magenta handover story. The official U.S. UAP record also does not currently support a confirmed reverse-engineering history. AARO’s 2024 historical report said it found no evidence that U.S. companies possessed off-world technology, and its review of earlier U.S. investigations found no evidence of extraterrestrial technology in Project SAUCER. Reuters likewise reported AARO’s conclusion that investigations since the Second World War had found no evidence of extraterrestrial technology. The Best Current Reading of the Secret Study Claim

The fairest reading is that Cabinet RS/33 remains an unverified institutional claim, not a confirmed Fascist UFO office. The proponent case is specific enough to be investigated: it names a supposed purpose, a founding year, a leader, members, associated agencies, telegrams and secrecy procedures. It is not merely a vague rumour. But specificity is not the same as authentication.

The central uncertainty is not whether Fascist Italy could have hidden sensitive aviation material. It could. The question is whether the particular RS/33 structure, as described in the Magenta UFO narrative, can be demonstrated independently of the anonymous document stream and later UFO retellings. So far, the public evidence has not met that standard.

For readers, the practical test is simple. RS/33 would become much stronger if researchers produced a clean archival trail: a catalogue entry, an original file with custody history, correspondence between named offices, Marconi-related papers, or Allied capture records that refer to the cabinet in a way not derived from the modern UFO literature. It would become stronger still if those records connected to physical material from Vergiate or Magenta. Without that, Cabinet RS/33 should be treated as the most important but least settled part of the alleged Magenta UFO crash.
