Within the story’s own framework, this alleged protocol serves several purposes:

  • it establishes RS/33 as the sole coordinating authority;
  • it limits dissemination of information;
  • it emphasises bureaucratic control rather than broad scientific consultation;
  • it portrays secrecy as an essential feature of the programme.

Whether authentic or forged, those rules define the internal logic of the surviving papers. Any later claim that depends on information flowing outside those channels therefore needs to explain why the protocol would not apply.

Which later claims strain the chain of custody

Van Erp argues that the strongest example is the modern claim that the Vatican, through Pope Pius XII, secretly informed American intelligence about the recovered craft during the Second World War. This element became widely known after David Grusch discussed the alleged Italian recovery in 2023.

The difficulty is not merely that independent evidence for the Vatican story is lacking. Why internal fit matters before belief

The RS/33 protocol illustrates a broader historical principle. Before asking whether a document is genuine, historians often ask whether successive versions of a story remain internally coherent.

An internally consistent archive is not automatically authentic. Forged documents can also be carefully constructed. However, when later claims directly contradict the operational rules described in the documents they supposedly derive from, confidence usually decreases rather than increases.

The protocol has particular value because it concerns administrative procedure rather than sensational claims. Descriptions of craft shape, recovered occupants or intelligence operations can evolve through repeated retelling, memory and popular UFO traditions. Bureaucratic procedures, by contrast, tend to constrain how a narrative is supposed to function.

If a story claims that every report had to pass through one secret office while excluding outside bodies, then later accounts involving independent religious, diplomatic or foreign intermediaries require additional evidence. Without that evidence, they appear less like recovered historical information and more like narrative expansion.

This is one reason Van Erp gives the protocol greater analytical weight than later eyewitness-style details.
